The
Technical Cooperation Programmed

Since
human rights are best protected when they are rooted in the local culture, the
United Nations has increased its efforts to promote and protect these rights at
the national and local level. International human rights norms can not be
applied unless they are incorporated in national legislation and supported by
national institutions.
Many
obstacles at the national level hinder the universal enjoyment of human rights
various member states do not have the infrastructure that would allow them to
effectively promote and protect the rights of their citizens. This is particularly
true of countries that are just recovering from deadly civil wars or emerging
from humanitarian crisis.
United
Nations advisory services to governments and technical cooperation programmed
aim to promote democracy, development and human rights and strengthen the
capacity of states to advance such rights in their laws and practice. The
programmed of Technical Cooperation for Human Rights, supervised by the Office
of the High Commissioner for Human Rights, manages a range of such project. It
is funded primarily y contributions from the Voluntary Fund for Technical
Cooperation in the Field of Human Rights.
The Programmed
encourages ratification supports implementation of international human rights
instruments. It focuses on four core areas as the follows:
1- The
administration of justice
2- Human
rights education
3- National
institutions
4- And
national plans of action
Special
attention is paid to economic, social, and cultural rights, the rights to development,
racism, the rights of indigenous people, trafficking of women and children, the
human rights of women, and the right of the child.
OHCHR has also developed regional strategies through which intergovernmental cooperation is fostered, experience is shared, and common policies and programmed are developed. OHCHR regional offices serve as resource centers responding to country-level demands. In keeping with the United Nations reform programmed, which identifies human rights as a cross-cutting element of the United Nations system activities, OHCHR supports the integration of human rights standards into assessment and planning, as well as into the development of policy and methodology.
