The Hight Commissioner for Human Rights

The United Nations High Commissioner for Human Rights exercises principal responsibility for United Nations human rights activities. Appointed for four years term, the High Commissioner is charged with many tasks, including: promoting and protecting the effective enjoyment by all all-human rights, promoting international for human rights, stimulating, and coordinating action on human rights in the United Nations system, assisting in the development of new of human rights standards, and promoting the ratification of human rights treaties. The High Commissioner is also mandated to respond to serious violations of human rights and to undertake preventions action.

Under the direction and authority of the Secretary-General, the High Commissioner reports to the Human Rights Council and the General Assembly. With the aim of securing respect for human rights and preventing violations, the High Commissioner engage in dialogue with governments. Within the United Nations system, the High Commissioner works to strengthen and streamline the United Nation Human rights machinery to make it more efficient and effective.

The Office of the High Commissioner for Human Rights OHCHR, is the focal point for the United Nations Human rights activities. It serves as the secretariate for the human right council, they treaty bodies and other United Nations Human rights organs. It also undertakes human rights field activities and provides advisory services and technical assistance. In additional to its regular budget, some of the Office’s Activates are financed through extrabudgetary resources. The High Commissioner has taken specific steps to institutionalize cooperation and coordination with other United Nations bodies involved in human rights, such as the United Nations Children’s funds UNICEF, The United Nations Educational, Scientific and Cultural Organization UNESCO, The United Nations Development Program UNDP, and the United Nations Volunteers UNV. Similarly, the Office works in Peace and Security in close cooperation with the corresponding departments of the United Nations Secretariate. The Office is also parts of the inter-Agency Standing Committee IASC, which oversees the international responses to humanitarian emergencies.
