The Human
Rights Council is the main United Nations intergovernmental body responsible
for promoting and protecting all human rights and fundamental freedoms. It was
established by the Genera-Assembly in 2006 to replace the 60 years-old
Commission on Human Rights. The Council addressed human right violations and
makes corresponding recommendations. it responds to human rights emergencies,
works to prevent abuses, provides overall policy guidance, develops new
international norms, monitors the observance of human rights around the world,
and assist states in fulfilling their human rights obligations. It provides an
international forum where states, members and observers, intergovernmental
organization, national human right institutions and NGOs can voice their concerns
about human rights issues.
The
council’s 47 members are elected directly and individually by secret ballot by
the majority of the 192 members of the United Nations General Assembly. They
serve for a three-year renewable term and can nit seek immediate re-election
after two consecutive terms. The membership is based on equitable geographical
distribution. Thirteen states each are devoted to the Group OF Africa States
and the Groups of Asian States, Eight to the Group of Latin American and the
Caribbean States. Seven to the Group of Western European and other States and
Six to the Group of Eastern European States.
